To help create downforce, Formula 1 teams route the exhaust on their cars to exit in such a way that the gas will be routed towards the rear diffuser. However, when the drivers are off the throttle in a braking zone, that extra airflow is lost. To fight this, ignition and fuel are cut, but the throttle is kept open so air keeps flowing through the exhaust and over the diffuser. Different teams approach this in different ways and you can hear the difference in the video. Some teams even still will inject some extra fuel to keep the air hot and fast-flowing, keeping things unchanged for the aerodynamics.

Plain and simple: lots of very technical math and science produces some very badass sounds.
